When you mix installing drivers from multiple sources, that makes it harder to fix. Do not use the files from the Nvidia website or drivers from the PPA.

Install the Nvidia-340 driver from Driver Manager. If all looks good, then take a Timeshift snapshot. Post the data here if you have questions. Make sure the system info is showing wm: muffin and dm: Lightdm 1.30.0 and not mate-panel and metacity.

Install Mint and all the updates (but do not update to the 5.8 kernel) and reboot. There are some bugs you may need to work around with the latest file updates regarding Intel/Nvidia combos, but you should get your Cinnamon install working properly before attempting to work with the Nvidia drivers. I suggest you back up your personal data and reinstall Mint. Nvidia did not test or set up that driver to work with the 5.8 kernel. The Nvidia-340 driver should be used with the 5.4 kernel which is the LTS kernel for Mint 20. Also, you have a very old processor, so do not use the 5.8 kernel which is meant for new equipment. When Cinnamon is installed properly, muffin is the windows manager and not Metacity. Make sure that the latest NVIDIA driver is installed and not sure what you have installed here. NVIDIA-SMI has failed because it couldn't communicate with the NVIDIA driver.
